Philip was born at Snapper Point, Victoria.
Family tradition maintains that Philip was a cadet midshipman RN who was drowned in the English Channel whilst on duty. The Calendar of Wills and Administration 1858-1922 in the National Archives of Ireland records that probate of the will of "Townsend Philip Mervyn Maunsel late a cadet on board the New Zealand Steamship Company’s steamship the Aparima” was granted 9 Oct 1919 to "Sir John Robert O’Connell".
