The latest development version of GYRE now has support for normalizing the inertia by the photospheric (or r=R) mode amplitudes.
With this version, if you set inertia_norm_type = 'JCD', then you should be able to reproduce the ADIPLS results with iekinr=1 (modulo the factor of 4pi, which arises because ADIPLS's E is the normalized mode energy, whilst GYRE's E is the normalized mode inertia; E_adipls = E_gyre/4pi).

As a further update to my reply above: I've further tweaked the development version of the code, so that instead of setting inertia_norm_type to 'JCD', one should now set it to 'BOTH' and also set x_ref = 1. This indicates that the inertia should be normalized using both radial and horizontal displacement amplitudes, at x=r/R=1.
